Through the efforts of ProgCode member Johanna HT, the Union of Concerned Scientists has offered a one-time grant of $1,000.00 to the Progressive Coders Network, in conjunction with the community EnviroTrack project. The grant agreement includes the following terms:
"All actions and events must be completed and reported on by August 1, 2022 unless otherwise agreed upon between you as the project leader and the UCS Science Network."
"Recipients will report back on the use of funds and outcomes, as well as share lessons learned with fellow scientists through avenues such as guest blogs, online trainings, or other platforms."
"All recipients will remain active members of the UCS Science Network for 2 years (an active member is one who has taken an action online or offline or attended a training or event, and has not opted out from UCS Science Network emails."
"All debates, communications, and events must be conducted within a 501(c)(3)-permissible manner."
"Any activities by groups must operate with the 501(c)(3) requirements in mind."
"Grant funds be used exclusively for charitable and educational purposes and not to participate or intervene in any campaign for public office within the meaning of the Internal Revenue Code, and it would be on the grantee to interpret those requirements and comply."
"If grant funds were used for non-501(c)(3) permissible activities, UCS will seek repayment of the grant funds to protect its exempt status."
Purpose of this Issue
This issue is being opened to provide formal notice to the ProgCode community of the grant agreement, in accordance with the standard change process.
Previous community discussions included a suggestion that donations in the amount of $10,000 and above from a non-profit 501(c)(4) entity be disclosed to the community. Although the criteria was not adopted as part of the change process, the staff feel that the source and amount of this particular grant are significant enough to that this discretionary criteria should be considered in this instance.
Benefit
This grant will enable ProgCode to create and present an education program which informs interested persons and organizations about the environmental hazards present in fenceline communities as a result of petrochemical refineries and storage facilities, and about the goal of the ProgCode EnviroTrack project. Johanna HT has offered to lead the effort to create and present the program.
Plan
Post notice of this initiative in the #team-announcements, #wg-progcode-funding, and #operations Slack channels, together with instructions that all comments, questions, and objections to this pilot initiative may be recorded in the spaces below.
Post a link to recording of the 06-04-18 Community Operations meeting in which this subject was discussed in the #operations Slack channel.
Provide a 72-hour period for all ProgCode community members to submit comments, questions, and objections, if any.
Enable community members to view the grant agreement during the 72-hour notice period, upon request to the staff. Unless and until the grant agreement is executed, the document will not be made available in a public forum.
