At the time of making of this PR toeless jackboots are available in uniform vendors to EC officers of all departments(with exception of science), command support officers and regular engineers.
That of course doesn't make fucking sense because unathi cannot be officers and there's no reason for toeless jackboots to be engineering vendor only.
So this PR removes toeless jackboots from uniform vendors of EC officers and instead gives them to Expeditionary departamental staff.
