About
Expands the PR Template into something more form like. This includes an about section, a closed issues section(to encourage people to set issues to autoclose with PRs), and a testing evidence and procedure section.
The testing section should help to satisfy other developers requests to have testing for code done, while providing it in an easy to find place.
The PR is Commented, including documentation for what each section is for, as well as documenting any formatting for special information(namely autoclosing issues).

None, I am keeping this here just to demonstrate the template.
Testing Photographs and Procedure
I wrote the document. Copied it into this PR. It is otherwise just an edit to an existing document which is known to already work.
Only real thing to prove is the comments.
