Update documentation for commit 0dd686e.
Prepare ci/doc/README.md and .github/workflows/test.yml for automatic updates of the tested Coq and Emacs versions.
cipq is an OCaml program that can handle many tedious tasks to keep CI for Proof General up-to-date. This commit adds cipg and documentation for it.

This PR contains only documentation and the CI support program cipg. I guess it is OK, if I merge this. |
