Separation of municipal solid waste from solid biomass and connection to waste CHPs #1134

Changes proposed in this Pull Request

Added a separate biomass category for municipal solid waste (MSW). Connected to waste CHPs which also incinerate HVC.
Would need an additional constraint to use all MSW (waste management) due to high cost of waste CHPs, and adaptation of the CO2 content of what is incinerated in the waste CHPs.
