Integrate OGC Features tests #251

Draft PR, todo:

confirm tests are being imported / integrated as intended
update ogctests pypi package - I've made a PR on the repo. I made a PR for httpx. Looks like pytest itself needs to be updated too.
upgrade the version of ogctests in prez once new version is on pypi

Is this expected:

also assert exit code so that it is possible for the test to fail.
