  1. Do not emit a deprecation warning when importing an EXPORTHOW::SUPERSEDE 

    Despite sharing a map, HOWs are not true slangs, which is what this
warning pertains to. Importing an EXPORTHOW::SUPERSEDE triggers this
path indirectly when overriding the HOW corresponding to a package
declarator.
