Consider migrating containers to GitHub Container registry #77

Docker killed free team organizations and then reversed its decision, as summarized here. We should consider migrating our containers to the GitHub Container registry as an alternative to DockerHub in case Docker goes ahead with this change in the future.

Nistha is working with All of Us data, which requires hosting containers on Google Cloud. We are going to look into generalizing SPRAS to support more than one container registry. That would also make it easier to migrate all of our containers off DockerHub in the future if we ever choose to.

The registry is now configurable after #132 so this would be easy to support if we decide to push containers to GitHub Container registry.
