Hordes 1.2

Fixed world configuration not being loaded - this broke the whole plugin (it was ignoring all worlds).

Added amount ratio for mobs. It can be controlled by setting the "ratio" option in configuration files. Mobs can also be controlled individually with "custom" branch of world settings.
