VBET has stabilized with 0.8.6 and there are no urgent outstanding algorithmic fixes. Now that the pace of big, urgent changes has slowed we can move to milestones for individual versions.

This milestone gathers the items for the next phase of development. It should include calibration tweaks by USU folks.
