fix docker test infinite loop

this whole function is a weird hack that was supposed to break at some point we can't have a ceiling for minor or patch numbers, that's, wrong.
...This needs to be better. As 6.10 MIGHT happen, 11 I am putting as a ceiling for now. Likelyhood is very low.
Um but if it breaks again for 6.11 (if it happens), I'll be forced to fix this for real.
