Prism Launcher Portable 8.2 Dev Test 4

This dev test is to prepare Prism Launcher Portable to (hopefully!) be listed on the PortableApps.com website:

The only differences are an added Development Test Splash Screen and the website linking to Prism Launcher's website instead of Prism Launcher Portable's webpage.
