MCPainter - Spigot 1.13

Updated to spigot 1.13 and minecraft 1.13 assets.

Plugin can work optionally with:

• BlocksHub 3.x+ - to log block changes and control block change access
• WorldEdit 7.x+ - to edit the world (undo/redo features)

Other changes:

• built in undo command (only 1 level) if you are not using WorldEdit
• reuse item frames and maps when doing the HD Image command

MCPainter 1.0

Final release of the plugin.
