/spawn ship cargo not actually spawning in a ship

I have tried this a few times and despite stating it has spawned in a ship it doesn't.

I confirmed this via the /spawn command then immediately saving the game and loading the file up in SEToolbox, there is no additional ship in the location noted during spawning.
