STIX 2.0 Proposal4: Remove Short_Description (#194)

Issue Summary

The Short_Description property on "top-level" constructs and several others appears to be an unnecessary redundancy with Description and often causes confusion with users.

Proposed

Remove Short_Description property from all STIX classes.
