Identifiers for new terms

All new terms in nifstd will use interlex identifiers.

The interlex identifier format is as follows:

fragment is ilx_1234567
curie is ILX:1234567
IRI is http://uri.interlex.org/base/ilx_1234567.

Until interlex is up and running to accept new terms we have a manual solution.

To obtain an identifier for a new term please add the label of that term to interlex_reserved.txt and submit a pull request.
