Within aToken implementation test suite setUp functions we should:

  • deploy GOV to aave
  • deploy our new aToken implementation
  • upgrade the aGOV token to our new implementation via upgradeToAndCall
  • self-delegate during upgradeToAndCall
  • confirm this doesn't change any storage slots
