chore(deps): lock file maintenance

Run `yarn set resolution cacache@npm:^17.0.0 17.0.4` to avoid taking
dependencies on jackspeak or path-scurry, which use Blue Oak Model
License 1.0.0. As detailed in isaacs/jackspeak#7, we are unable to
comply with the license's notice requirements while remaining
open-source.

Run `yarn set resolution fast-check@npm:^3.0.0 3.12.1` to temporarily
work around a type incompatibility between fast-check 3.12.1 and 3.13.0.
