utilities.colorbar_from_figtool_fn: add more options via kwargs

- Actually adjust figure resolution with kwargs.resolution.

- Allow adjusting colorbar decimal places with kwargs.decplaces (I thought this
  was in place already).

- Also remove stupidities related to figure IDs. MATLAB does this for us.
