This is a patch to get around timeout issues we were facing when moving app init to wsgi.py

This is more correct. Now healthz checks if all services are available and healthz-rollout checks if the server is ready to start receiving requests

Merged master into modularization-main
Code Changes
There were a lot of conflicts because on modularization-main there were changes to NavSideBar not reflected on master (such as removing h1 from ModuleTitle) while on master there were two components renamed, ModuleTitle to SidebarModuleTitle and Module to SidebarModule.
