Complete the backend work for the accordion component

How Has This Been Tested?

The component can be edited in EE
In EE, the accordion is fully expanded to allow editing of the contents.
In normal view the accordion is fully collapsed.

Types of changes

New feature (non-breaking change which adds functionality)
Breaking change (fix or feature that would cause existing functionality to change)
