SEP parsing improvements

• SEP-1: add missing field attestationOfReserves to CurrencyDocumentation
• SEP-24: amountIn, amountOut & amountFee are now optional in the transaction response because some anchors are not filling them at transaction creation
• Overall: improve ISO8601 date parsing because some anchors send dates containing fractional seconds that could not be parsed before
