use `go mod` for dependency management

Move to the recommended dependency management scheme, and explicitly declare deps along with versions

tagging master @0.1.0

First version tag, mostly in response to #111 - I've been putting off a 1.0 release until the testing work I've started is completed, since that has resulted in some changes to the API.
