chore: ensure missing build dependencies are cached

Description

Ensure missing dependencies used to build the UI project are available in the Yarn cache.

Motivation and Context

Fixes #576

How Has This Been Tested?

Ran yarn build - no additional dependencies needed to be downloaded.
