First full release

Compared to the preliminary release, the following changes have been made:

• the coordinate transform code has been separated from the fiber assignment code.
• both components are accessible from Python (packages pycconv and pyETS, respectively)
• the installation procedure should be more portable now

first release (for evaluation purposes) to PFS community
