Description

Add basic files of code formatting feature set.

.restyled.yaml is the configuration file for the Restyled.io github application, suggested by @mithro here
.clang-format follows Google's C++ style
.style.yapf follows pep8

Bug fix (non-breaking change which fixes an issue)
New feature (non-breaking change which adds functionality)
Breaking change (fix or feature that would cause existing functionality to change)
