Election form refactor final

1. Add each separate page for each step of election form.
2. Update datepicker from @mui/lab to @mui/x-date-pickers
3. Show datepicker on click of date fields instead of manual date entry.
4. Add mandatory field validations on edit step 1.
5. Add Link on election name in ElectionCard which takes to election step pages with view mode.
6. Fix few issues pertaining to warnings of uncontrolled input.
7. Fix few issues pertaining to warning of Warning: Can't perform a React state update on an unmounted component. This is a no-op, but it indicates a memory leak in your application.
