Fall 2017 Production Release

Ready for Fall 2017 production release.

Major Updates:
-Added stable matching of CA's to students for manual assignment grading
-Added support for UB Shibboleth authentication
-Updated Instructor Gradebook to include person numbers
-Updated tango backend to hit a distributed tango cluster for increased job throughput
-Added the ability for Lecture and Lab/Section dependent deadlines for assignments
-Several stability improvements and bugfixes
