Main Changes:

• Update EPA template to use locally served version of EPA's template assets.
• Resolves issues with USWDS alert styling, due to conflicting version of USWDS styles being included (USWDS v2 and v3).

Steps To Test:

1. Navigate to app. Ensure everything still looks and functions as expected.

TODO:

• Periodically update the locally served version of EPA's theme files with an updated copy, to ensure any future changes are brought into the web app.
