Update client dep 08262023 (#579)

* npm update within contraints

* update node version to 20 in types and Dockerfile

* update prettier and relevant auxillery packages

* update testing dependencies, import and use packaged consistently

We implement the instructions in the vitest and react testing library set up
guides that can be found at the following links

note, we cannot update the typescript dependency to 5.2.x because MSW requires a
version less than or equal to 5.1.x
