- CI: include GHC 9.8, bump actions, separate cache restore/save
- Allow ansi-terminal-1.1 (published as revision 2: https://hackage.haskell.org/package/tasty-1.5/revisions/)
Also: - remove superfluous `cabal update` and `cabal freeze` - always save cache (even if build or test failed) - use precise GHC version in cache key - address shellcheck warnings
