Incorrect next sector prediction for PF/PH inbounds to APP

What is the bug/error?

With ScTMA split (Talla & Galloway online), most inbounds to EGPF via LANAK and EGPH via TARTN were being predicted next sector to STW (Galloway) rather than the APP positions.

What is the expected functionality?

GUEST ownership in Galloway sector for inbounds until they enter the APP Local Area.
