Short Description

• It seems like pandas 2.2.0 has an update that causes the query tool to fail due to this new optional dependency check for sqlalchemy (see issue - ENH: Not silently ignore violation of minimal required version of SQLAlchemy pandas-dev/pandas#57178)
• This can be fixed by migrating to sqlalchemy 2.0 which would take some effort, until then this PR locks the pandas version to be less than 2.2.0
