Fixes

• Improved encoder detection
• Added hacks to detect the absence of required DLLs before try to open the encoders to test them on startup

• Build with NVIDIA SDK 9.0 again to support older mobile GPUs again

Notes

For using NVENC (SDK 9.0) encoders driver version 418.8 or newer is required.
