Qanary commons deployment to maven central repository

This PR contains all relevant changes for the deployment of the qanary commons package to the maven central repository. This includes the following:

• the adjusted pom file with all relevant information
• adjusted classes (resolved javadoc issues)
• extended maven github action to push the package to the central repository

After debugging for some time it just seems like the secrets can't be accessed from any forked repositories. Thus, testing isn't possible. I'd move that forked changes to a Qanary branch and create a new PR.
