Steps on GitHub after topic approval

Say the topic idea of a contributor was approved during the Editorial Group meeting.
To make all the steps, you would need to be part of the Developer Blog, that’s the admin group of the repo and the project.
The next steps are:
- Add the label “flow:approved”
- Lock the Discussion
- Create an issue
- Assign to writer
- Add to Developer Blog Content Project to do Status
- Switch back to the Discussion and add a comment to the Discussion to point to the issue.
