Upgrade psycopg to version 3 in the API

Related to #2843. The project to convert the Django app to an ASGI application.

Description

Removes the dependency on psycopg2 in favor of psycopg 3. Django 4.2 introduced support for psycopg 3 and the notes says that Support for psycopg2 is likely to be deprecated and removed at some point in the future. Psycopg 3 allows the use of asyncio-based concurrency and static typing, among other improvements.

Testing Instructions

Run the project and see around that everything is working as usual.

We need to also update the import in the waveform test that caused CI failure.
It's interesting that we are not importing the psycopg anywhere directly (in the API)

There are also some setup docs that mention psycopg, but I haven't checked if they mention it for the API or for other parts of the stack.

@obulat I thought that might still required for v3, but I tried and was glad to find the opposite 😄 Removed.

The documentation is still relevant because the Ingestion Server is still in psycopg2.

Looks good to me 👍 just api/pgcli has been broken for me locally, works well on this branch 😄
