xilinx: Add a github template telling people to not use pull requests

A lot of people are trying to send pull requests via github but this is not
the right channel to use. Linux project is doing review over emails that's
why use [email protected] if you want to contribute changes to this
repository.

I sent a simple patch to this email address, got no feedback, and it was not incorporated. How can we monitor the status of submissions if we can't subscribe to the mailing list we're sending patches to?
