Refactor the GitHub Actions workflow to improve the draft release process. Adjusted permissions for better security, moving 'write' access to the job-specific section. Updated the release-drafter configuration for clearer release notes, including new category titles with emojis for better visual clarity. Enhanced the change template for more concise and readable entries.
