upgrades_test: Added a test for the newly added upgrade

We inject a descriptor that was created in v21.1 and hence contains the
buggy invalid column ID in the sequence back reference that the upgrade
attempts to update. We exercise the cluster upgrade and assert that
our logic indeed updates the invalid column ID to the expected column
ID.
