Section 6.1 Hazards Out of Scope states that "Network infrastructure issues" is out of scope because " they are managed by users, and the team don't have any controls over this". Later in section 6.2 Failure Modes & Effects Analysis Table, one of the components you consider is "Network Connections" with "Network Outages" as a failure mode.

This is inconsistent with stating that network infrastructure is out of scope since you mention it in the table.
You should discuss with the team which path forward you would like to pursue so everyone knows what constraints the project is working with.
