Update Allocations roadmap with variable marketplace documentation link

Changing the way allocations are defined will likely require additional documentation updates besides ACCESS Allocation Policies. One doc that immediately comes to mind is Infrastructure Description alongside the linked CiDeR manual pdf, but there may be more tasks that need to be updated with these changes.

@jpnavarro, this might not be within the scope of CTT-484, but it will require document changes to the same file(s). Should we merge this PR now, or increase the scope to include all documentation updates needed?

Let's merge Nathan's pull request because he owns this document, but also annotate in appropriate Jira issues any other changes that need to be made as a consequence of this pull. For example, let's note in the ACCESS Resource Description badge documentation update that we need to make sure that documentation is consistent with this Badge and Task documentation.
