Update d-o dependency

- make it mandatory as we use it for hyperparameters management in core - update to 0.4.0 - update doc as minizinc install in now optional for d-o (only needed if running miniznc-based solvers) - update workflow as DO_SKIP_MZN_CHECK is not needed anymore
