RBF file for Arrow SoCKit board

The Verilog code can be download from Lampa Lab's release v0.3 on github and it can be synthesized into this soc_system.rbf by choosing the Arrow SoCKit target and assigning partial PIN locations form the Lampa Lab-modified GHRD.
