Replace Travis and Appveyor (which weren't working) with GitHub Actions, configured to run on Ubuntu (current R release, previous R release, R develop), Windows (current R release), Mac (current R release), on push/PR to main/master and monthly. Branch protection changed to require Actions builds to pass rather than Appveyor and Travis builds.
