There is no need to maintain code for this component now that promo banners for chat have been removed from GOV.UK and the chat entry component has been removed from apps.

This PR removes the view, the documentation, stylesheet and tests related to the chat entry component.
There is no need to maintain code for this component now that it has been removed from all apps, see:
