These changes modernize the Docker images for the testing spark cluster by updating the base image, java and hadoop versions, spark version, and environment variables. Also included in this PR are changes to generalize the testing cluster so that it can be used to run other types of jobs (e.g. pyspark jobs). The docs have been updated accordingly.
