With CUDA 13, we'll be removing the JetPack-specific cudaPackages scope. Move vpi-firmware from cuda to l4t.

Do not try to configure CUDA if hardware.graphics.enable is not set. This allows ISO installer, which does not enable this setting, to build without pulling in unfree dependencies.

Uprev to nixpkgs master. Upstream nixpkgs has removed support for CUDA 11, but support is added in github:nixos-cuda/cuda-legacy. Apply the overlay ourselvs in the NixOS module and in the default overlay so users are transparently migrated.
Load the appropriate graphics modules and firmware and make nvidia-jetpack.cudaPackages_13 an alias to the upstream cudaPackages_13. Convergence is real! Co-Authored-By: Connor Baker <[email protected]>

Description of changes
Bump to nixpkgs 25.11 (currently master TODO once 25.11 is released) and add support for JetPack 7 with CUDA 13.
