Support Driver URL Parameterization

This is primarily the community 0.17.0 code however it includes recent changes from DID Driver URL parameterization by jcourt562 · Pull Request #410 · decentralized-identity/universal-resolver to allow the parameterisation and runtime injection of the DID Driver URLs.
