### Rationale for this change Now, the link of CONTRIBUTING.md is broken: ``` Please read our [development documentation](https://arrow.apache.org/docs/developers/contributing.html) ``` ### What changes are included in this PR? Replace the original link by current link to docs about development. ### Are these changes tested? Yes. ### Are there any user-facing changes?
